Yes, in those countries where Halloween is a cultural habit, people may dress children as the saints of their devotion on the eve of All Saints Day. I feel especially sorry for the youngest children that are supposed to enjoy all the horrible and ugly things people prepare (clothing, events, decor, food...) for Halloween.
Yes, such a pity that just a few people understand how wrong that is.
